- Unless already scheduled as part of a current or pending project, the timing of major resurfacing work on any particular street is unknown. This is because the determination of including a street in a resurfacing project is most prudently made just prior to preparing the project’s construction contract documents. The determination is based on a number of factors, some of which change over time. These factors include street type and use, existing pavement condition, probable rate of future deterioration, funding availability, restrictions imposed by funding sources, the feasibility of resurfacing treatments, the potential to group work in close proximity, and the coordination of planned development and utility projects.less

- The prioritization of street resurfacing work focuses on preventative maintenance with an emphasis on more heavily traveled roads; this is a requirement in order for the City to be eligible to receive State funding for street resurfacing work. Therefore, a moderately weathered and cracked arterial road might receive a relatively inexpensive slurry seal treatment or thin overlay before a badly deteriorated cul-de-sac is reconstructed. The rationale is that significantly more preventative maintenance treatment, such as slurry seal, can be applied for the cost of having to totally reconstruct the pavement. Preventative maintenance treatments extend the life of the pavement and prevents it from deteriorating to the point of having to be reconstructed at greater expense.less

- Upon determining that the condition of a sidewalk or other frontage improvement represents a hazard or significant inconvenience to the public and that this condition was not caused by a City street tree, the City will issue the responsible property owner a notice to repair. The property owner must then either appeal the repair order or notify the City of a planned repair pursuant to City Ordinance Chapter 13.08. If the property owner does not successfully appeal the repair order and does not take measures to make the ordered repair, then the City will include the repair work as part of its next sidewalk repair project. Upon completion of a repair by the City, the property owner will be billed for the charges incurred. If not paid, the charges will become a lien against the owner’s property.
In the event that the City determines that the deleterious condition is the result of a City street tree, the City will include the repair work as part of its next sidewalk repair project at no additional cost to the property owner. The repair work in this case will be funded by the City’s Sidewalk Assessment Fund.

- Generally, most trees are approved for removal if they are diseased, hazardous, dead or nearly dead, or interfering with buildings or structures.
The ordinance lists the following considerations to be used in determining whether there is good cause for removal or heavy pruning of a heritage tree:
1) The condition of the tree or trees with respect to disease, danger of falling, proximity to existing or proposed structures and interference with utility services;
2) The necessity to remove the tree or trees in order to construct proposed improvements to the property;
3) The topography of the land and the effect of the removal of the tree on erosion, soil retention and diversion or increased flow of surface waters;
4) The long-term value of the species under consideration, particularly life-span and growth rate;
5) The ecological value of the tree or group of trees, such as food, nesting, habitat, protection and shade for wildlife or other plant species;
6) The number, size, species, age distribution and location of existing trees in the area and the effect the removal would have upon shade, privacy impact and scenic beauty;
7) The number of trees the particular parcel can adequately support according to good arboricultural practices;
8) The availability of reasonable and feasible alternatives that would allow for the preservation of the tree(s).

- It is important to note that all on-site grading and drainage is inspected by the Construction Supervisor in the Public Works Department. If there are on-site detention or stormwater treatment facilities, such as gravel basins or vegetated swales, these will need to be inspected at the time of construction to verify proper dimensions. The Construction Supervisor is also responsible for the inspection of all facilities within the public right of way, such as new utility connections out to the street, sidewalk, curb, gutter, driveway, and parking strip. It is advisable to schedule a pre-construction meeting by calling 650-330-6740 prior to construction commencement. All homeowners, developers, and contractors are advised that plan revisions for grading, drainage, or public improvements must be approved in advance of making the construction change and that all applicable plan revision and inspection fees shall apply.less

- A cross connection is a connection or potential connection between the City’s drinking water system and any other system or environment that may contain harmful or objectionable substances that could possibly enter the drinking water system. The water department has the authority to prevent contamination of the public water system by requiring customers with cross-connections to install and regularly test devices that prevent “backflow.” less

- Backflow is the undesirable reverse flow of non-drinking water back into a drinking water system. It is caused when a pressure differential exists between the public distribution system and a private customer’s piping system. - Backflow prevention assemblies serve to protect the public water system from actual or potential contaminants or pollution that might enter the drinking water whenever the pressure in the City’s system becomes less than the pressure in a system on private property. - The City requires an assembly at the meter for two reasons. The first is to prevent water district personnel from having to disrupt business on-site. If there is no assembly at the meter, then the City is required to inspect the premises on an annual basis to ensure that the piping system has not changed from the previous year and that there are assemblies on-site to protect the public system from any industrial process, irrigation or fire system. The City must also check that there is a tag on each on-site assembly to ensure that it has been tested within the last year. The time that it would take to complete this task would use up staff time unnecessarily and take away from time needed to operate and maintain the public distribution system.
The second reason is that if the assembly is not installed at the meter, the potential for additional cross-connections could exist. A future water user could tap into the line between the meter and the backflow assembly, rendering the assembly useless in protecting the public water supply. When there is a assembly at the meter, and no additional connections exist between the meter and the assembly the City’s liability for protecting the public water supply terminates at the meter and the cross-connection control program is more easily enforced.
